boycotts of Israel illegal under European law

According to the AJC, "AJC welcomed the decision of the Council of Europe’s European Court of Human Rights that boycotting Israeli goods is illegal."

....waiting for Sean Wallis to blame rich, Jewish lawyers.

I don't know enough about EU law, but it would seem to me that this would not necessarily prevent academics or other groups from boycotting but rather that it would be a discriminatory practice for the state. I'd be interested in knowing which laws the court applied and if these laws extended to everyone in the EU, or only to the various levels of government.
Still, a laudable ruling.
